CRAFTSMEN TRAINING SCHEME

Duration of Program : 6 months -­ 3 years

Any Specific Socio Economic Group : School leavers with 8th, 10th and 12th pass

The Directorate General of Employment & Training (DGE&T) in the Ministry of Labour, Government of India initiated Craftsmen Training Scheme (CTS) in 1950 by establishing about 50 Industrial Training Institutes (ITIs) for imparting skills in various vocational trades to meet the skilled manpower requirements for technology and industrial growth of the country. The second major phase of increase in ITIs came with the oil-boom in West-Asia and export of skilled manpower to that region from India. Several new private ITIs were established in 1980’s in southern states mostly in Kerala, Karnataka and Andhra Pradesh, etc. from where trained craftsmen found placement mainly in Gulf countries.

In 1980, there were 830 ITIs and the number rose to 1900 ITIs in 1987. During 1990’s, the growth of ITIs had been steep and presently there are over 10,750 ITIs (2275 in Govt. & 8475 in Private Sector) having a total seating capacity of 15.22 lakhs.

Under the constitution of India, Vocational training is the concurrent subject of both Central and State Governments. The development of training schemes at National level, evolution of policy, laying of training standards, norms, conducting of examinations, certification, etc. are the responsibilities of the Central Government, whereas the implementation of the training schemes largely rests with the State Govts./UT Administrators. The Central Govt. is advised by the National Council of Vocational Training (NCVT), a tripartite body having representatives from employers, workers and Central/State Governments. Similar Councils termed as State Councils for Vocational Training are constituted for the same purpose by the respective State Governments at state levels.

SKILL DEVELOMENT INITIATIVE

Duration of Program : 1 months to 1 year

Government of India, Ministry of Labour & Employment launched a Modular Employable Skills (MES) under Skill Development Initiative (SDI) Scheme through Directorate General of Employment & Training in May 2007. Under this scheme, training to earlier school leavers and existing workers specially in a unorganised sector are to be trained for employable skills. In close consultation with industries/State Governments and expertise the scheme has been operationalized since 2007. A majority of Indian workforce does not possess marketable skills which is an impediment in getting decent employment and improving their economic condition. While India has large young population, only 5% of the Indian labour force in the age group of 20-24 years has obtained vocational skills through formal means whereas the percentage in industrialized countries varies between 60 % and 96%.

About 63% of the school students drop out at different stages before reaching Class X. Only about 2.5 million vocational training seats are available in the country whereas about 12.8 million persons enter the labour market every year. Even out of these training places, very few are available for early school dropouts. This signifies that a large number of school drop outs do not have access to skill development for improving their employability.

The educational entry requirements and long duration of courses of the formal training system are some of the impediments for a person of low educational attainment to acquire skills for his livelihood. Further, the largest share of new jobs in India is likely to come from the unorganized sector that employs up to 93 per cent of the national workforce, but most of the training programmes cater to the needs of the organized sector.

APPRENTICESHIP TRAINING SCHEME

Development of human resource is crucial for the industrial development of any nation. Upgradation of skills is an important component of Human Resource Development. Training imparted in Institutions alone is not sufficient for acquisition of skills and needs to be supplemented by training in the actual work place.

OBJECTIVES

Apprentices Act, 1961 was enacted with the following objectives :-

  • To regulate the programme of training of apprentices in the industry so as to conform to the syllabi, period of training etc. as laid down by the Central Apprenticeship Council; and
  • To utilise fully the facilities available in industry for imparting practical training with a view to meeting the requirements of skilled manpower for industry.

CRAFTS INSTRUCTOR TRAINING SCHEME (CITS)

Duration of Program : 1 year

Craft Instructor Training Scheme (CITS)

Training of Craft Instructors is the responsibility of DGE&T in the Ministry of Labour & Employment. The Craft Instructors’ Training Scheme is operational since inception of the Craftsmen Training Scheme. The first Craft Instructors’ Training Institute was established in 1948. Subsequently, 5 more institutes namely, Central Training Institute for Instructors {now called as Advanced Training Institutes (ATI)}, ATI at Ludhiana, Kanpur, Howrah, Mumbai and Hyderabad were established in 1960’s by DGE&T.

Objective of the Craft Instructor Training is to train Instructors in the techniques of transferring hands-on skills, in order to train semi-skilled / skilled manpower for industry. Structure of training programme is to such that comprehensive training both in skill development and training methodology is imparted to the trainees.

Under the programme, Instructors from Government and Private ITIs Centres established by industries under the Apprentices Act are provided training. Training in 29 Engineering trades is being offered in these institutes. Total seating capacity in the Engineering trades in operation in the above stated six Institutes is 1600. Second shift w.e.f November, 2012 has been started to increase the seating capacity under Crafts Instructor Training Programme.The Instructor Training Programme has also been started at Advanced Training Institute (ATI), Chennai and in both Advanced Training Institutes for Electronic and Process Instrumentation (ATI-EPIs) at Hyderabad and Dehradun and .Nowthe total seating capacity have been increased to 3338.

During year 2010 government also allowed setting up of the Instructor Training Institute by State/UT Governments, companies like sole propriety, private/public limited registered under companies Act, Societies and Trusts registered as per Act, and promoters of SEZs. In order to maintain quality and standards of Instructor Training, NCVT has approved separate standards for infrastructure and course curriculum. The institutes meeting the standards would be affiliated with NCVT. These institutes are named as Institute for Training of Trainers (ITOT). On completion of the training trainees would be trade tested and awarded National Craft Instructor Certificate. Guidelines for setting up of ITOTs(give link) were issued in Jan 2012. One such instituted has been affiliated in Nov 2013.

ADVANCED VOCATIONAL TRAINING SCHEME AND HI-­TECH TRAINING SCHEME

Hitech Training Scheme is one of the schemes of the erstwhile World Bank assisted Vocational Training Project. The scheme is now being continued for implementation with Government of India funding.

The objective of the Hitech scheme is to produce trained personnel with the range of skills necessary to meet the requirements of industry, commerce and domestic consumers in the application of electronics, computer and the modern production system.

Short-term Courses of 2-3 weeks duration in the following Hitech areas are envisaged / being implemented in the ATIs / ATI-EPI for the industries / Public Sector Undertakings / Government organizations / Trainers from the institutes/industries etc.

WOMEN TRAINING INSTITUTES

Duration of Program : short and long term

Any Specific Socio Economic Group : 8th, 10th, 12th Pass

Women Training under Directorate General of Employment & Training, Ministry of Labour & Employment aims to provide vocational skill training to women for wage and self-employment to help them gain economic upliftment and social empowerment. A network of institutes, both under Central & State Governments, has been setup to extend vocational training facilities solely to women which aim at stimulating employment opportunities among women of various socio-economic levels and different age groups.

CENTRAL STAFF TRAINING AND RESEARCH INSTITUTE

Duration of Program : short term

The Central Staff Training and Research Institute, Kolkata was set up in 1968 by the Govt. of India, Ministry of Labour, DGE&T in Collaboration with the Govt. of Federal Republic of Germany to cater multifarious requirements of Industrial training activities. With these objectives, the activities of this institute were spelt out under the following three different wings, through its activities on developing standard instructional material & training aids, conducting systematic research studies & training of training executives, it served as a focus to assess training needs, diversify training programmes, design and develop training contents and improved the quality and standard of NVTS on a continuous basis.

  • To conduct Training Programmes in the field of Training Management and HRD for Training Executives of the institutes and industry
  • To conduct research in the field of Vocational Training to study on different aspects of Vocational Training and design curriculum for various trades
  • To develop instructional materials and teaching aids for the Vocational trades
