ENTREPRENEURSHIP DEVELOPMENT PROGRAMMES (IMC/EDP/ESDP/MDP) SCHEME

Duration of Program : EDP-­2 Week, ESDP-6 Week, MDP-1 Week (FT)/2 Week (PT)

The Office of DC (MSME) conducts a large number of vocational and entrepreneurship development programmes. The Entrepreneurship Development Programmes (EDPs) are conducted through MSME-DIs, with focus on entrepreneurial skills development coupled with specific skills relating to trades like electronics, electrical, food processing, etc, which enables the trainees to start their own ventures.

The programe includes the following :-

  • Entrepreneurship Development Programmes(EDPs):- Entrepreneurship Development Programmes are being organized regularly to nurture the talent of youth by enlightening them on various aspects of industrial activity required for setting up MSEs. These EDPs are generally conducted in ITIs, Polytechnics and other technical institutions, where skill is available to motivate them towards self-employment. The course contents of such Entrepreneurship Development Programmes are designed to provide useful information on product/process design, manufacturing practices involved, testing and quality control, selection and usage of appropriate machinery and equipments, project profile preparation, marketing avenues/techniques, product/service pricing, export opportunities, infrastructure facilities available, financial and financial institutions, cash flow, etc.
  • Entrepreneurial Skill Development Programme (ESDP):- Comprehensive training programmes are organized to upgrade skills of prospective entrepreneurs, existing workforce and also develop skills of new workers and technicians of MSEs by organising various technical cum skill development training programmes with the basic objectives to provide training for their skill upgradation and to equip them with better and improved technological skills of production. The specific tailor made programmes for the skill development of socially disadvantaged groups (OBC, ST, ST, Minorities and women) are organized in various regions of the states, including the less developed areas. This programme covers training across 60 disciplines.
  • Management Development Programmes (MDPs):- The objective of imparting training on management practice system is to improve the decision-making capabilities of existing & potential entrepreneurs resulting in higher productivity and profitability. Inputs on a variety of topics of managerial functions are provided to the participants in short duration training programmes. This programme covers training across 60 disciplines. These programmes are of short duration and the curriculum is designed based on the needs of the industry and are customized, if required by the clients. 20% of the targeted training programmes are conducted exclusively for the weaker sections of the Society (SC/ST/Women/Physically Handicapped), for which no fee is charged. Besides, a stipend of Rs.500/- p.m. is provided. During 2008-09, a total of 2400 training programmes were conducted and around 60,000 persons were trained.
  • Industrial Motivation Campaigns (IMCs):-Industrial Motivation Campaigns (duration of 1 day or 2 days) are organized to identify and motivate traditional / non-traditional entrepreneurs having potential for setting up MSEs so as and to lead them towards self-employment.

SKILL DEVELOPMENT ACTIVITIES

Govt. of India have set up a few Tool Room & Training Centres of large size involving estimated cost of over Rs. 50 crores each, in order to provide facilities for design and manufacture of toolings, and also for training to improve the skill of tool markers, for the benefit of industries in MSME sector. A list of Tool Rooms presently being supported by Govt. of India, and by some States is given in Annexure-I.

In order to meet the growing demand of Tools and dies in the country, particularly in the MSME sector, Govt. of India have decided to assist the State Govts. To set up Mini Tool Room and Training Centres. A typical such centre can be set up at an estimated cost of around Rs. 15 crores (including Rs. 10 crores towards cost of machinery/equipment). However, the cost may vary depending upon the activities proposed to be undertaken. The Centrel assistance will be in the form of one time grant-in-aid equal to 90% of the cost of machinery/equipment (restricted to Rs. 9.00 crores ineach case) in the case of a new Min Tool Room, and 75% of the cost of machinery/equipment (restricted to Rs. 7.50 crores) in case of an existing Mini Tool Room to be upgraded/modernised.

The balance cost of machinery/equipment, the cost of land and buildings and the recurring costs would be met by the States/State Agencies. The scheme will be implemented as a Centrally sponsored Scheme, for which approval of the Planning Commission has been obtained.

The objectives of the Mini Tool Room & Training Centres would be-

  • To manufacture Jigs, fixtures cutting tools, gauges, press tools, plastic moulds, forging dies, pressure casting dies and other toolings for Small Scale Industries. Advanced tool making process using CAD/CAM techniques are to be adopted.
  • To provide training facility in tool manufacturing and tool design to generate a work force of skilled workers, supervisors, engineers/designers etc.

TRAINING PROGRAMMES THOROUGH NATIONAL LEVEL AUTONOMOUS INSTITUTIONS OF THE MINISTRY (ENTREPRENEURSHIP & BUSINESS DEVELOPMENT INSTITUTES-­NIMSME, NIEBUD)

ni-msme, since its inception in 1960 by the Government of India, has taken gigantic strides to become the premier institution for the promotion, development and modernization of the SME sector. An autonomous arm of the Ministry of Micro, Small and Medium Enterprises (MSMEs), the Institute strives to achieve its avowed objectives through a gamut of operations ranging from training, consultancy, research and education, to extension and information services.

The National Institute for Entrepreneurship and Small Business Development is a premier organisation of the Ministry of Skill Development and Entrepreneurship, engaged in training, consultancy, research, etc. in order to promote entrepreneurship. The major activities of the Institute are Training of Trainers, Management Development Programmes, Entrepreneurship-cum-Skill Development Programmes, Entrepreneurship Development Programmes and Cluster Intervention. The Institute has conducted a total of 17651 different Training programmes, till March, 2015, covering 455226 participants which includes 187 International programmes with 3237 participants from more than 130 countries.

TRAINING PROGRAMMES BY NATIONAL SMALL INDUSTRIES CORPORATION (NSIC)

Duration of Program : short and long term

NSIC provides technical support to MSMEs through ‘NSIC Technical Services Centres’ (NTSCs) and a number of extension and sub centres spread across the country. The range of technical services provided through these centres include training in Hi-Tech as well as conventional trades, material and product testing at our testing laboratories accredited by NABL / BIS, common facilities, energy audit, environment management etc.







SCHEME FOR ASSISTANCE TO TRAINING INSTITUTIONS

Duration of Program : Short term (72 hours to 300 hours)

The Scheme envisages financial assistance for establishment of new institutions (EDIs), strengthening the infrastructure of the existing EDIs and for supporting entrepreneurship and skill development activities. The main objectives of the scheme are development of indigenous entrepreneurship from all walks of life for developing new micro and small enterprises, enlarging the entrepreneurial base and encouraging self-employment in rural as well as urban areas, by providing training to first generation entrepreneurs and assisting them in setting up of enterprises. The assistance shall be provided to these training institutions in the form of capital grant for creation/strengthening of infrastructure and programme support for conducting entrepreneurship development and skill development programmes.

TRAINING THROUGH MULTI DISCIPLINARY TRAINING CENTRES (MTDC) AND PMEGP SCHEME

Duration of Program : Flexible, usually short term

Prime Minister’s Employment Generation Programme (PMEGP) scheme announced by Hon’ble Prime Minister of India on 15th August, 2008 in his address from Red Fort. This is credit linked Scheme of Govt. of India by merging erstwhile REGP and PMRY scheme. KVIC is the Nodal Agency at National Level.

  • To generate continuous and sustainable employment opportunities in Rural and Urban areas of the country
  • To provide continuous and sustainable employment to a large segment of traditional and prospective artisans, rural and urban unemployed youth in the country through setting up of micro enterprises.
  • To facilitate participation of financial institutions for higher credit flow to micro sector.

TRAINING BY COIR BOARD

The Coir Industry is a labour intensive and export oriented industry employing more than 6.5 lakh persons. The decentralized operations in the coir industry without adequate training of spinners and weavers have been posing problems particularly for ensuring the desired level of quality in the ultimate products. Inferior quality may ultimately turnout to be detrimental to the concerted efforts towards overall development of the industry and also its survival, particularly it being a traditional product, in the present context of unprecedented competition on account of cheap synthetic substitutes, globalization and liberalization. Skill development is, therefore, the most essential pre-requisite for the overall development of the industry and to accelerate the spread of the industry into non-traditional areas.
